Description
Luskan, often called the City of Sails, is a cold, ruthless port city north of Neverwinter. Where other cities boast law and order, Luskan thrives on ambition, piracy, and controlled chaos.
It is a place where power is seized, not granted - and where loyalty lasts only as long as it is profitable.
Geography
Luskan lies along the northern Sword Coast, its harbour protected by a series of jagged inlets and fortified docks.
The city itself is divided by canals and districts, many of which are effectively controlled by competing factions.
Towering above it all is the Hosttower of the Arcane, a twisted structure that serves as both symbol and threat.
History
Luskan began as a rough trading port but quickly grew into a pirate haven controlling key northern trade routes.
Over centuries, it has risen and fallen multiple times, often collapsing into anarchy before being reshaped by new powers.
The most influential of these is the Arcane Brotherhood, a cabal of mages who have repeatedly attempted to control the city from the shadows.
Government
Luskan is ruled by the Five High Captains, pirate lords who each control a portion of the city.
This is less a government and more a tense stalemate, maintained through shifting alliances, bribery, and violence.
The Arcane Brotherhood operates parallel to this system, manipulating events through magic and influence.

Its population includes pirates, smugglers, mercenaries, and opportunists from across Faerûn. Trust is rare, and betrayal is expected.
Despite this, the city has a strange form of order: everyone understands the rules, even if none are written.
